Try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

Twixtor is a fairly expensive 3rd party plugin that you have to purchase. It does not come with After Effects. Warp comes with After Effects. You will find Warp in the Effect/Distort menu.

The most likely cause of green flashes in the video is a poorly compressed mp4 file from a mobile device. The best fix for the problem is to add the MP4 file to the Adobe Media Encoder and render a production format copy of the footage. This is called Transcoding. You want to use one of the Movie presets. Do not use the H.264 presets.
