How can I do the same text effect in this video ?

Hello,

 

I want to make a text effect which appears in this video https://www.youtube.com/watch?v=hCzkkHwR2gg  between 0:21 and 0:22 (the text should be "016" on the video).

 

I first  made my own research with AE basics effects such as CC Smear, CC lense etc... 

But I can't do the EXACT same effect and actually I struggle to find a way to achieve my goal.

 

So that's why I'm asking your help here !

It's probably some kind of optical smear effect e.g. from the Sapphire plug-ins. Definitely nothing created specifically for the video, considering how extensively it is used throughout. Not impossible to re-create in AE, though, just a lot of extra work. You'd have to split the channels and offset them to create the colored fringes (see "chromatic abberation" tutorials) and then warp the imagery with a displacement map effect based on all sorts of noise patterns.
