UI elements cannot be arbitrarily resized. This stuff is hard-coded. For your second request you might find a suitable "Trim all layers" script or something similar on AEScripts.com. Staggering them afterwards can easily be done using another script or the respective keyframe assistant. Old and oft forgotten, but still there...

Mylenium answered your first question accurately. The UI panels and font sizes cannot be adjusted.

Your second question tells me you don't have a clear understanding of how frames are counted and displayed in AE. The start time displays the layer start time based on comp timecode. The end time displays the start of the last frame based on comp timecode. The Duration is based on the total length of the layer from in-point to out-point. Every one of your layers in your screenshot is 15 seconds long exactly. It looks like you have sequenced the layers. There are no overlapping frames and the visible layers change every 15 seconds. There is nothing wrong. There is nothing to fix. Select the first layer and press 0 and you will see the last frame of the first layer in the comp panel. Select the second layer and press I and you will see the first frame of the second layer and, according to your screenshot, the CTI will be at 15 seconds.  If you sequence layers with no overlap then there will be no overlap. If you set the out point of a layer at 15 seconds that layer will be 15 seconds and 1 frame so the timing will be off by 12 frames by the time you get to the end of the sequence. Screenshot_2020-09-28 14.08.19_HH8Qmb.png

The reason that compositing apps display the last frame when you go the layer outpoint is so you can line things up. This is standard in all compositing and animation apps. You are probably used to an NLE like Premiere Pro. Set an out point (w) in Premiere Pro and the clip disappears, jump from cut to cut in a Premiere sequence using the up and down arrow shortcut keys and you always stop at the start of the next shot.

One more thing. In the future, please use the Menu Bar to embed your screenshots. It's a real pain to look at them when you upload them.
