Hi 

I have Dell Precision 7820 Workstation.  The device has dual Intel Xeon Silver 4114, 64GB Ram and SSD Drive and 1 RTX 2080 Super Grapphical Card. 

 

The problem is when we are rendering our project, After Effect, not use the hardware resources. The software just uses %13 CPU, 11GB Memory, and %1 HDD R/W. Why after effect use all hardware resources?

Nothing wrong. This has all been explained ad nauseum a million times in the frequently recurring "How to optimize performance..." threads here and elsewhere. It's simply how AE works and if you were looking to max out AE performance, then you simply have bought the wrong computer.
