The programs will run sufficiently on their own, but don't expect miracles and don't run them side by side. You may also want to avoid memory-intensive workflows like DynamicLink.

It depends what you're going to do in these applications. If it's just regular animations (no 3D, no Tracking, no Rotoscoping) then they'll run fine. If you only work with HD video in Premiere at 24/25/30 fps it'll be fine.

Anything more complex it'll slow down but will still run.

Just be patient when things get slow 😉

The current system requirements say that AE's RAM requirements are 16 minimum and 32 recommended. Premiere Pro's minimum is 8, but they recommend 16 if you're working in HD and 32 if you're working in 4K.

As the others have said, with such small specs, you'll have to be careful.
