Motion Tile Effect Missing

So after watching many video editing tutorial, I decided to try to make an edit, myself, however, when I launched After Effects, to my surprise, Motion Tile was missing from my effects. I then went to the Plug-in folder and found out it was missing there too. I'm using After Effects CC 2017 and I'd like to either know if this is normal, and if not, if someone could upload the .aex file for me to download.

Ok so for anyone wondering how to solve my case, it's just that I forgot I was using the french version, in which it's named Juxtaposition Directionelle. If anyone has the same issue, check for the language first.

Hi, I currently can;t find motion blur, and I know that the language is correct. I was hoping you might  have another answer.
