Need HELP to Create this Circle Burst Effect

Found this wonderful animation and want to learn how to do please--from tumblr:)

I am true AE beginner -so far with my attached AE project example-

Have established ONE Shape Layer with 6 Ellipse in Contents.

Pivot PointOK, Circles all in one straight line and all Rotate under Layer Transform.THis works!!

How do I make them move like the example- combine Composition individual Shape Layers?

OR only Contents OK to apply FX Effects to?

DO I use a Bend Effect or other options to make expanding cirlces?

How are the Circles setup/Positioned to flip off the main line?

I have watched videos but nothing to explain step by step/key by key.

THANK YOU for your time and guidance. 

PS why can I not submit my AE file here?

Nothing too fancy here. Just your six dots duplicated over and over again and animated differently. If you use shape layers, you have to learn how to use nested grouping and animate the different group transforms. You would have a top-level group that creates the radila motion and then inside sub-groups control everything else liek the placemnt of the dots realtive to the center and their delays. The rest is merely a matter of practice and tweaking the keyframe timing, something which simply isn't a question anyone can teach you with a "Push button X!" answer. You actually have to do the work to understand these things. Either way, I would strongly urge to read the online help.

Thank you for your guidance.
I understand the Layers for composition and the Shapes grouped to animate
but not sure about any tips to help make the Rotation of each easier to set
up?
I will be learning the nesting of Groups and sounds like this is where I
will control the Spinning effect and also change the size to get them much
smaller to fit the 16 dots..
There is no Bend Effects here? just curious not sure how the radius's are
made?
- follow a
Shape paths have two varieties: *parametric* shape paths and *Bezier* shape
paths. Parametric shape paths are defined numerically, by properties that
you can modify and animate after drawing, in the Timeline panel. Bezier
shape paths are defined by a collection of vertices (path points) and
segments that you can modify in the Composition panel. You work with Bezier
shape paths in the same way that you work with mask paths. All mask paths
are Bezier paths.
I have been doing tutorials but the reading is harder to follow..

Layers later....
So the Echo FX effect is where its AT!! after setup and Stretch.
Interesting!!

Actually, I thought I will need the Echo effect at the beginning, but I ended up without it. So there are no effects used in that setup (Echo is turned off)
