Hello! I need some help to make bubbles(not mean round soap bubble...).

Is there a good way to animate bubbles like this image?

I want to make the effect of bubbles popping or moving irregularly but I dont have any idea...

You could start by using multiple Layers of the Cell Pattern effect. it will just require lots of tweaking to get it to look "nice".
