Click and drag wit the text tool selected (Ctrl/Cmnd + t) to create a text frame in the comp panel.

Hello Rick, Thanks for your answer.
Let me be more precise.
On that picture:
Text "One One" when it is selected - has that rectangle I need .
That rectangle doesn't appear when I select text "Two Two".
how can I make it enable on text "Two Two"?

This looks like two text layers to me. FYI, cropped screenshots are almost useless for diagnosing problems. Select the layers that are giving you problems, press uu and to show us everything you modified on those layers, take a screenshot of everything and post that so we have some idea of what you did.
