panels sizing does not save

I seem to be having an issue with AE 2018 where the panels workspace layout doesn't save. To be clear, the panels I open stay, just the sizing to which I move them around. I've seem to have connected the issue to when I increase the screen dpi to 125%. AE 2017 is fine at this dpi so this seems to be isolated to 2018. Is there a fix for this?

Hello, I am on AE 2020 latest release, and have the exact same problem
