pictures import glitch

when i try to import pictures it imports as a small piece of footage that jerks between multiple pictures in my camera roll that i can't work with (this happens to most pictures i try to use and therefore can't do anything), how can i fix this and continue editing

You have selected import as an image sequence. Take a careful look at the import panel and deselect the part that says Image Sequence. 

Don't have time to post a screenshot right now but you should be able to find it. It's a common newbie mistake.
