rgb split energy effect

hi,

i am trying to animate the first image in the style of this rgb glitch effect,

the person i making it for asked to have like sort of energy of color building up and then like takes off to the second image with the rgb effect , aura pulsing maybe something like that

i tried diffrent ways, nothing looked good

can someone give me a suggestion how can i achive this?
