Seeking a way to smear video

Newb here.  Is there a process, effect, or plugin for After Effects (or Premiere Pro) that would allow me to smear a video in a way similar to smearing a freshly painted oil painting with your fingers?  Thanks for any tips.

Any kind of distortion effect like Liquify will work. And then of course you can buy extra plug-ins as well. The specifics will of course depend on the actual look you're afgter and the subject. Just don't expect it to be as simple or realistic as working with real painting mediums.
