I recently downloaded Creative Cloud from my school account after I could no longer afford a personal subscription and updated to Catalina. I am using CC 2019 to fit my 2013 Macbook Pro, but it crashed with the following error message upon start up:
Last log message was: <4429221312> <Scripting> <5> Executing startup/shutdown script at: /Applications/Adobe After Effects CC 2019/Scripts/Startup/commandLineRenderer.jsx
My specs are as follows:
Processor: 2.4GHz Dual Core Intel Core i5
Memory: 8 GB 1600MHz DDR3
Graphics: Intel Iris 1536 MB
Any information would help!

Unless you actually need the command line renderer for anything, you can probably ignore it. The rest might once more boil down to user permissions issues, which you need to straighten out manualyl by setting the respective attributes on the folders. Plenty of info on that out there, so do a web search.
