what is adobe dynamic link

I am so new to this I want to learn motion design

I wanted to install after effect and practice but can'it seem to understand how to export and I did download premier pro and adober media encoder but it kept telling me that adobe encoder is not install and what is adobe dynamic I feel so lost in all of this 

But i don't want to quit yet need some help to understand what is what
