Hello ! I'm posting this for the 2nd time 

Can anyone tell me how to create this white aura around the character (with exemples)

I also need to know how to make it troubled

As you can see in the pictures.

Because i need for an anime project.

Separate layers

Insert a shape layer or solid between the character and the background and use a mask to create the basic shape.

Use a distortion effect like roughen edges to get a jagged shape

Fill the jagged shape with a gradient

Blur the shape layer

Experiment with blend modes

I've gone over this basic workflow many times before on very similar posts. It is time for you to spend some time with the User Guide so you know how the UI and blend modes work.
