I have no idea when I create a new comp in after effects and put it in a different size comp, it automatically fits the size of new comp rather than its original size?

I just found this issue recently and before it's normal.Screen Shot 2020-03-23 at 12.29.09 PM.png

Your screenshot does not show us anything. Try this. Create a new comp that is 100 X 100 pixels, add a solid that is comp size. Create another comp that uses the standard HD preset for a 1080 X 1920 29.97 fps comp and drop the 100 X 100 comp with the solid in the new comp and you should see a small new solid in the center of your HD comp.

There is no known bug, I think you are just experiencing user errors.
