Is there a way to compile an AIR for Android app using AIR 3.2 beta in the newly released Flash Builder 4.6?

Not publicly at this time. Their is pre-release program in place, but I am not sure where you can apply to be added.

The Air 3.2 beta SDK is not available yet - you need that to overlay in the sdk folder of Flash Builder.
Is there something special you need out of the 3,2 beta? I don't see anything specifically for Android in it.

I was curious to see if there are any video related improvements in Air3.2 (for Android), specifically to see if playback of H264 videos using StageVideo has gotten any better.
Also wanted to see if H264 streaming to AIR for IOS is now supported.
I am testing video streaming apps on AIR for Andriod and IOS. Not seeing acceptable results with AIR 3.1 on Android, and does'nt seem to work on IOS.
Do you know where I can sign up for the pre-release.

They don't have an open prerelease program for Air 3.2 right now - all I see is Adobe AIR for Android ** edit -- that program is no longer available **
The beta is public right now - so you can monitor that forum if you want for updates
