AIR19 does have a minimum requirement for Android 2.3 o higher. Look at the bottom for the "AIR19 has the following minimum system requirements:".

It is stated in the AIR20 release notes that they have updated the runtime and it will only support Android 4.0 going forward and that if you need Android 2.3 support, that you should use AIR19.

Thanks, it's slightly confusing that they link to the latest requirements from within the AIR 19 notes.

Yeah, I find it a bit sad/funny that the Labs release notes are the ones that have that fantastic table at the bottom listing all the requirements for that version, but the official release notes page just has a link to the most recent system requirements and not the requirements for the AIR version release notes you were just looking at.
