I think it could be done with Google Actions and Deep Linking. But I never tried it.

But maybe this could be some interrest for you to read my last tutorial about chatbot over voice with AS3 and AIR and Program-O (but you can use any chatbot program or AI/ML engines like TensorFlow).

I think it's more comfortable to include your own chatbot in your application.

So you say: "OK Google, start 'MYAPP'".

And in your app, you can manage your own chatbot with many more options.
