An error occurred while installing Adobe AIR

I tried absolutely everything found online. It doesn't work. Whatever I do I get: An error occurred while installing Adobe AIR. Installation may not be allowed by your administrator. Please contact your administrator.

I've been working on this since a while now. I absolutery need it.

The fix it tool is not available anymore.

I tried all of those solutions with no help.

I do not have LVPrcSrv.exe running on my site.

I tried in safe mode, without the antivirus.

I have the latest Microsoft Windows Service Packs and updates installed.
