I want to try exporting my project as an AIR package but the option to do so has been removed. How can I reenable it?

I was trying to make a desktop air file. But thanks to your clue, by removing the two ane files I was able to get the air output option back. Thank you. Now I just need to make sure my other versions don't get blown up by this missing code.
