Adobe's end of support for Flash technology has questions related to this.
What is the scope of Adobe's end of technical support?
1. Is Adobe Animation out of service?
2. Is Adobe Flash Player out of service?
3. Will Adobe Animation lose the ability to save as .fla and .swf files?

please answer my questions.
Thank you.

Only the Flash Player browser plugin is going away, in 13 months from now. FLA is the file format for all the publishing targets of Animate, not just SWF. But, SWF is still in use with standalone projectors, and desktop and mobile AIR apps.

Animate also publishes to several HTML5 formats, and to video. So, FLA and SWF are still around, and Animate is not out of service.

I have one more question. I'm now building and selling a program running on the closed network using the Flash Player browser plugin in window explorer.
Is it okay to use games and programs that run on the closed network using the Flash Player browser plug-in in window explorer?

I am not sure if the experts here can answer this question. I suggest posting your question on the Adobe Flash Playef forum https://community.adobe.com/t5/flash-player/bd-p/flash-player
