title says it all. when i move points in adobe animate, it automatically adds unnecessary points rather than just moving the point. is there a way to stop the program from adding points i don't manually add?

Would it be possible for you to create a short video of what is happening and post that here? I did not quite get the issue.
On a related note, this seems like unusual behavior. Did you try resetting preferences? Re-create preferences

in this i just moved the end point and suddenly 3 more points appeared. Most commonly it happens when lines intersect but not always, and it can end up way more messy than this. also on a sort of unrelated note, is there a way to sub select lasso without cutting everything with the lasso? I'm an experienced illustrator user just switching to animate, and im loosing my mind with all the strange interaction differences. thanks!

This is very undesirable behavior as I also use Illustrator and other vector art programs and they typically don't automatically add extra anchor points when editing existing anchors or their handles.
Not only does this make artwork harder to edit in the future but also more difficult to animate for shape tweens since there are more anchor points to keep track of and more that can go wrong.
Below is a video demonstrating this issue and a small workaround where by undoing certain edits you can avoid the issue. Though ideally, we would be able to stop this from happening in the first place.

Also changing the Preferences Menu's Drawing setting for Smooth Curves, Recongize Lines, and Recongize Shapes to "Off" doesn't make any difference and the issue still persists.

It's because of the way vectors work in Animate. When you're moving the handle in the video at the 2:28 minute mark, you're erasing a little bit of the shape, hence the added anchor points.
Unlike Illustrator, shapes cannot overlap themselves in Animate, they self-merge.

You can prevent the extra points somewhat by positioning one of the handles right on top of the anchor point like this:
