With 4k monitor and scaling activated the eyedropper picks the wrong color. In this example selecting the green hill is providing blue color from the sky
Dealing with HiDPI monitors has improved over time, so if you're not up to date it might help if you did update.
I think there is still a remaining issue if your Animate screen is not also your startup screen. Try using Animate on the startup screen, just to confirm if that's your particular issue. I can't remember if that last variation has been fixed internally or not, but it is a known issue.

THANKS! This helped me resolve an issue I was trying to solve all day. In my studio with two monitors every time I loaded a color table it was shifting. No matter what I did, it was off. I read this post and tried it on my laptop with no external monitor and the color table loaded perfectly. You monitor should have no affect on the values of your color table!
