Animate CC lost all settings after crash

So, after a long break, I am back to Flash animation (last time it was CS6 two years ago) , and I was only 2 days on Animate CC 2017 now, when it crashed. The crash itself didn't surprise me much - Flash used to crash constantly, and it seems Adobe don't care to fix anything in any newer version of Flash for a decade already, except changing it's name. What really pissed me off, is that when I reopened the program, ALL my settings were gone. Is there any way to restore these settings? Does Flash keep some temporary copies of these settings somewhere?

1. you can sync your settings on the adobe's cloud servers.

2. settings files:

C:\Users\<username>\AppData\Local\Adobe\Animate CC 2017\ and

C\Users\<username>\AppData\Roaming\Adobe\Animate\2017\

I have found the 2 folders, but I can't understand which settings are stored in which folder and why there are even 2 of them?

Anyway - I created an automatic daily backup of these two folders so I never lose settings again just in case.

As for the syncing, I had it on, but I didn't realize, it doesn't sync automatically - you actually need to press a button for the sync to take place. So now I do it, but it's quite new to me.
