Apologises if this has been asked already, I searched but perhaps I was using the wrong terms. I'm a little rusty when it comes to making flash videos, trying to brush up.
I made a video recording that I wish to edit. It was an mp4 file, I converted it into an flv file.
I want to take frames out in certain areas of the video, cut out things I don't need.
I tried import > embed h.264 video in timeline, but I couldn't remove frames, just change the video length.
I tried import > embed flv, but had the same issue.
I tried "convert to frame-by-frame animation" but that just made a bunch of keyframes that all start on the same frame and pushed the video to the end of the timeline.
Like I said I'm rusty, haven't used this since flash 8, so I might be forgetting something simple.
Another solution would be to know how to change the time the video starts, so then I could make "clips" with keyframes.

You can create an animation in Animate then export the it as an FLV or F4V file.
Then, you can import the FLV or F4V file into Adobe Premiere Pro for editing.
In Adobe Premiere Pro, for example, you could add titles or mix the animation with other video sources.

Animate is not a video editing tool. Use Premiere.

Ah. I had a bad feeling it was something like that, thank you for the answer.
What would you recommend for someone who has to make video ads for work, which would be a combination of recorded videos and animations? Can Premiere make animations? Or would I need both?

I had a similar problem because I need to rotoscope over a part of a video. The section of video I am interested doesn't start at frame 1 of the video but much further on, and in Animate there is no way to tell the video "play from this frame". In different animation apps (like Moho or Harmony) you can decide where imported video footage should start and stops.
One way to get around the problem in Animate is to encapsulate the video in a Graphic Symbol and then tell it to play from a specific frame using the Properties tab.
