Buttons in Animate CC VR Panorama?

Hello, I am fairly new to Animate CC but understand the concept of buttons. But when I try to convert a shape into a button, the option is greyed out. I can only select graphic or movie clip. Does the VR format not allow buttons/pop ups?

You'd have to use movie clip symbol instead.
