Steps to reproduce bug:
1. Open new file, go to -publish settings, change Flash (.swf) JPEG quality to 100 instead of default 80.
2. click Profile Options Gear icon, Export Profile. Save over default profile.
3. Close file. Open new file. Check Publish settings.
Results:
Flash (.swf) JPEG quality is 80 instead of 100.
Expected results:
Flash (.swf) JPEG quality defaults to 100 instead of 80. This is the result in previous versions of Animate/Flash.
This is happening on Every machine on our team. Windows or Mac.
So, it does seem slightly unexpected, but profiles seem to be FLA specific. You could have some number of profiles that you would switch between. For example, in the olde days you might have a profile for 28k modems, and another for ISDN, and another for T1, where you trade different quality settings for file size.
To do what you want you would need to import the exported settings into the new FLA, then it too knows about 100% JPEGs, if you select that exported profile.

I don't see a way in the UI to overwrite the default settings, the file is XML and the exported profiles are .APR. But, you can edit the XML, and change the two places where it says 80, and make them be 100. The file is here on Mac, not sure about Windows:

You can also create the new profile with jpegs set to 100% and click OK. The go to File > Save as Template... so that you can have it act like the default when you select that template each time you make a new file.

I had my team all replace the xml file. Works great but it's a silly workaround. I understand the template method but it's still an extra few clicks and steps to remember since you also can't set a template as the default new file either. The Adobe give and take continues.
