Do you know a way to code this magnifying lens effect? java script?

Any help/ code/ example to do a magnifying glass effect with this kind of effect of the content change/ rainbow is much appreciated. Maybe even a single thing like either rainbow effect on  the edges or content change. I'm a completely noob at this
