Export sometimes reduces blur effect by 50%

I've been having a very weird glitch for a while where the blur effect is reduced by exactly 50% throughout the file after exporting to a .mov. I cannot figure out why and it seems to happen when the file is more complicated, and tends to happen starting on the second frame. Fixing this would help me tremendiously hehe, thanks for any advice!!

Is it possible that for the exported video you choose a higher resolution than what your stage is?

For example if stage is 1280x720, but you export video as 1920x1080 blur may be reduced because filters are bitmap effects, added to the rendered image, so blur will still be, say 12 pixels, but proportionally to the new dimensions it will look smaller.
