extending keyframe doesn't extend what's in my keyframe

I want my frame to be a second long so i place the keyframe

and extend it to a second long using CTRL and dragging it. HOWEVER it doesnt make whats in the keyframe a second long,  for instance i wanted my characters eyes to be shut for a second long, so i place a keyframe with eyes shut, and then extended the keyframe to a second ....BUT my characters eyes are not shut for a second.

 

PLEASE HELP this should be a verysimople fix because in pother animation softwares it works this way

im sorry i am confused i just added the frame 24 frames beyond the keyframe, i didnt see that message earliear i think thats where the confusion is from, my bad im sorry... i did add the frame now tho
