I have created an animated display ad, that can either be a gif or mp4, but whenever I export it, the whole thing becomes pixelated, especially the words and picture. I exported the file from illustrator and animated it through Adobe Animate.

The file looks crisp and high quality while working on it, but whenever I try to export it beconmes pixelated.

Your banner is 728 x 90 px. When you export to gif or video you're rasterizing the stage at that resolution, and that's not a lot of pixels to work with. If you're exporting in these formats to show to the client,  export them at a larger size.

Text should remain as vector when you publish the HTML5 file itself, you can check by testing the output and zooming in from the web browser.

That being said, from a design perspective, the text on the right and the logo are too small for the ad size. Vector text or not, it won't be legible either way; make them a little bit bigger; move the green-purple frame closer to the edge of the ad or consider removing it altogether as it's eating too much precious space.
