I was on chat support this morning, and I was told to to see if anyone would be able to help me in obtaining a license for Flash Professional CS4. I was told that rep would advise me. Can someone help me. I pasted the chat conversation below.

He/she may be confused. "Flesh", meaning "Flash Pro", has never been free. It could be they saw information about Flash Player.
You will need a real serial number. Did your company buy CS4 at some point?
Also, do you have any later versions of Flash Pro or Adobe Animate? Any of those should be able to edit the file. Unless it's using ActionScript 3, in which case the latest version you can use is Flash Pro CS6.

I'm sure at some point we had cs4. The project was created with the slides feature, which was taken out in CS5. The files won't open in anything but CS4.

It does look like the representative misunderstood your question.
Do you have a copy of Flash Pro CS4 with you along with the purchase details? In that case, I can check with the licensing team about your serial number. Also, if you had registered your version of Flash Pro CS4, you should be able to see the serial number in your Manage Accounts section of your Adobe account.
