sometimes when I am clicking 'file', I accidentally switch to one of my previous projects. When I go back and play my animation, the fps lags a bit, then goes back to normal. This is super problematic because it sets my animation back 20-30 frames.
I use 24 fps, and it starts at around 12 and takes a few seconds to get back up to 24.
I use adobe animate cc on Microsoft surface pro.

It did better for a little while, then continued to slow down, this time even going down to 2-7 fps when the project begins. It starts at 24 for a few seconds, then goes down. Whenever it goes over a tween, or moves on to the next section of the timeline, it goes down to around 16 fps instead of the desired 24. There's one part where it slowed down so significantly that it was 100+ frames behind where it should have been.
