Frames are not compatible each other on Adobe Animate

Hello, I am beginner at Adobe Animate. I want to copy one character eyes group to another character. Firs character I made manuel is 24 frame (eyes group) and it winks from 1. frame. But when I coppied the eyes group to another character, frames are not same. This time it winks at 51. frame. (New character is again 24 frame). Why is it not compatible? What can I do or this? Thank you from now.

In the 2nd photo I coppied to green character, it starts moving from 51. frame.

copy the frames you want to reuse and paste them into a keyframe of another symbol.

you can also conert the eyes into a symbol that can be reused whenever are wherever you want, but that may cause some difficulties for a new user.

Yes, I coppied and I convert graphic symbol and then I clicked inside and I extented to 24 frame again.
