Can anyone suggest what kind of costing will be involved in creating a game similar to this? Can this game be executed in HTML5?

yes, it can be made into an html5 game using animate. 

by costing, are you asking how much it would cost to make that game?  if so, the cost depends on who you hire.

Great. The hour suggested by the developer is like 60hrs + 40hrs for designing graphics and few more hours for any iteration and enhancement. You can assume about 110-120 hrs overall.

The cost suggested is about 900-950$ for the project.

I meant if it's not an Indian/Brazilian developer? Not sure which country Albert referred to. US/UK or some other country. Wanted to understand the costing from that perspective.

$10/hr is absurdly low for someone in the usa.  but maybe not so low for someone in another country.

on the other hand the amount time for the project varies with the competence of the developer/designer.  i'd say 60 hrs for programming is absurdly high.  i could program that in less than 1/2 that time.
