Does Adobe animate have a grain effect/filter I can add to drop shadows, what would be the best workaround to achieve this? Thanks

no, it does not.

you could try to modify>bitmap>trace bitmap and experiment with the settings to see if you can get something acceptable.  and you can overlay to see if you can get a "vintage" look.

or just do the simple thing and add a grain effect in photoshop or some other adobe program and import into animate.
