Hello, I am beginner at Adobe Animate. I want to make a video for my school project. How can I make this color splash like the video? Should I have any other way without painting it frame by frame?

Yeah, you would have to do it frame by frame.

You can search for water animation tutorials on YouTube even if they are from other softwares.

but besides that, you can animate it frame by frame like what joãocésar suggested or use shape tweens
