How do you make the bottom of an object not move?

I know this sounds a bit stupid but is there anyway when you resize something that the bottom doesn't move? It's interfering with some of my animations.. if not is there any way too fix it?

Move the Transformation Point (the white circle) where you want to set the center of the transformation.

Sorry, I didn't really know how I would explain.

 

Here's more of an explanation:

When I'm trying to resize for example a ball the bottom moves too, but is there any way when im resizing the ball the the bottom wont move and only the top will move?

You can also hold Option/Alt while dragging one of the transformation handles in the opposite side.
