How to create similar Lo-Fi animation

Hello, I'm in the process of getting back to creating basic animation. I use to use the Flash software "back in the day" and just installed Adobe Animate to create an animation similar to what's in this link: https://www.youtube.com/watch?v=-FlxM_0S2lA . My question is where can I find prebuilt scenes and vector characters that I can insert into the scene and add basic looping movements. I'm aware that I can hire someone to do this, but I would like to try it myself first. Also, if there is another Adobe program that would work better I'm open to trying it out? Thanks much.
