How to make an image a permanent background

I'm a complete beginner and i can add an image to the canvas but i want it to stay on all the time, not change to black.

I thought if i added keyframes then looped it, it would work but NO! It flashes black every loop. I've been looking for 2 hours how to just have a plain jpeg background image that stays on all the time.

Please help!!!!

the lower-most layer (which should have your background) should have one keyframe - the first.  the rest of the frames should be regular frames.

not keyframes.  add non-keyframes.
