How to play audio on a scene synchronously within a symbol

i'm not sure what problem you're seeing/hearing, but setting the sound's sync property to stream, and making the symbol a graphic will probably fix it.

You can still install these plugins using Anastasiy’s Extension Manager http://install.anastasiy.com/

Once the plugin is installed go to Window > Extensions > Sound Syncher to open the extension panel.

Ah you're right, it is possible to install it in Animate via the aforementioned method but the plugin does not seem to be functional anymore.

As far as I know the only workable method is to copy-paste the audio layers into the graphic symbol (sync the symbol frames to the main timeline first). No need to delete these copies afterwards since they will be muted when you go back to the main timeline and also on export.

The method you describe is indeed feasible, but it is obviously very troublesome when encountering multiple audios that need to be processed

Copy/pasting a couple of layers is not troublesome.

What @Mario_CR has described is a proven method, which has been successfully used for decades in the production of TV series and web toons.

The discussed Trick or Script panel, on the other hand, is extremely clumsy and unpleasant to use, even when it works, generating more usability problems than the ones it claims to be solving.

You're not missing out.
