I found an mp4 animation I would like to buy for website but want to edit

Is there a way to convert an mp4 animated file to allow changes?  

I reached out to the author to offer a gig to do the edit but no reply.

This is the MP4 I will purchase and hope to modify the race of some of the subjects.

you would need a video editing program like after effects or premiere.  check in those forums.
