As explained by Test_Screen_Name, Animate CC costs money to rent. You sound like a beginner, and there are a number of very good free software options for animation:

Both are great to animate with. Lots of tutorials on YouTube - google them.

Adobe Animate is available for $31.49 for a single month, $20.99 per month for an annual contract, or as part of the Creative Cloud all apps package ($52.99 for Annual Contract). Do you have a problem getting it? Are you sure it's what you want?
