Amazingly, I understood the GIF animation! You are showing up several issues:

1. Sometimes the eyedropper doesn't pick up the color that is under the cursor. A work around to that is to click on a color in the palette, then drag around your image. It more successfully picks up the color then.

2. Trace Bitmap sometimes gives a different color when tracing two bitmaps that are using the same color. It may be only a tiny bit different, but it would be enough to stop the Find Color from working.

3. Find Color itself isn't working. I did get it to work once, but I'm not sure what was different. You can skip the whole trace bitmap stages of the test, just put a colored rectangle on the stage and use the Find & Replace palette to try and find the fill color you used. It will say No Items Found.

Can you go to the Adobe Feature/Bug page, and report the Find Color issue?:

Also, it doesn't help in this case. With edit multiple frames on, Trace Bitmap is grayed out. If you manually do all the trace bitmaps, then try to use edit multiple frames to color in areas, only the area in the current frame gets colored in when you use the paint bucket.
