Import to stage options gone...

When choosing the import to stage option and selecting a PSD file, I used to get a dialog where I could select layers form the PSD, and choose a variety of options for each layer. Now Animate just seems to import what is visible as a flat bitmap. I have looked through Preferences and don't see anything applicable and have reset with Control+Alt+Shift during startup. Was this option removed in an update or is there some setting I am missing? I need this back! It is a critical part of our workflow!

Found the offending item: Motion Blur Smart Filter! I had to remove all instances (even those not visible) of this before Animate would no longer import the entire file as a bitmap. I don't remember this being an issue before.

Import PSD still exists. It actually has even more options than before. Be sure you are not importing as single bitmap image in options:

This window no longer even appears with a PSD with multiple visible layers.

I just did some further testing and it is indeed related to the PSD not Animate. Other PSD open this dialog fine, but I have one particular one that will only bypass this dialog and import a single bitmap of the active layers no matter what I do. Both files are RGB 8 bit, layered. Any ideas?
