is there a way to lock and drag/stretch a shape

for an example drag stretching the bottom part of a circle in a straight line without having to carefully move the mouse

Hi.

If you hold Shift, you can drag any instance constrained to only one axis.

If you hold Alt/Option, while using the Free Transform tool (Q), you can resize an instance from the opposite side of the current handle.

I'm not sure if this is the information you're looking for.
