looking for advice before I start on a new graphic

I'm about to animate a banner to go across the top of a web page.  I have my components, and I am ready animate it using Adobe Animate.  I am familiar with the process of using the timeline etc, but before I start...

Should I be creating and publishing it as a html5 canvas?

What's the best way to add that to a web page that makes it responsive?

any advice would be greatly appreciated.
