MOTION TWEEN PROBLEM

So I am doing an animation using Motion Tweens, as I want to create a Motion Preset to use on another movieclip symbol.

Problem is my Motion Tween isn't working properly.  When I play my movieclip, it is only producing movement on the keyframes, but not moving at all within the frame span.

How do I fix this please?
